Yep. It is from the book. A cat's Paw is a person used by someone else to achieve something. E.g. when a young Chinese girl uses an old white man to get a green card, the man is a "cat's paw".

Cat's paw is a phrase derived from La Fontaine's fable, "The Monkey and the Cat", referring to one used unwittingly by another to accomplish his own purposes.
