It is I'rab أعراب which means analysis (we used to do that in the Arabic grammar class) the ى in the end of the word hospital is called ألف مقصورة "alef maqsora" in the nominative form you add "damma" ضمة to words, in this case it is called an apparent (visible) damma such as الولدُ but if it is a word that ends in ى , scholars call it ضمة مقدرة I dunno how to translate it but it is like "virtual damma"....it is not apparent because you can't put it on a ى that's what منع من ظهورها التعذر mean.....التعذر (inability)...the inability to use it on a ى I hope I didn't confuse you....the last sentence is insignificant at all....just don't pay attention to it...it is very advanced grammatical analysis of the word...you will never need it in an actual conversation
