ー is a long vowel mark, usually used in katakana (片仮名). examples: cool - クール ball - ボール It simply extends the vowel of the previous character making it longer sound. ニ is simply the katakana (片仮名) version of に

Just for additional information.. "ー" cannot be pronounced as itself. After "a" sound, it becomes "a", after "i", it becomes "i", and same for "u" "e" "o".

Could you write the actual sentence?

As far as I am concerned, they are the numbers on and two. They are nothing else. They are usually pronounced: いちに, when they appear together together meaning "one or two". Otherwise there is a host of pronunciations.
