This expression does not used in America, it is often used by Chinese and Japanese.
It is used for people who meet at the first time, it express the meaning of please kindly take care of me, ,just in a polite way.

请多关照 = please treat me kindly (conventional greeting) / thank you for looking after me / hello, I'm glad to be here
