I agree with Eufrench - 'to confer' means to discuss or exchange opinions with others. "Conference" is the event where it happens. To be able to discuss ideas means you must also be alert and able to react swiftly (=ready).

I believe conference here refers to communicating verbally with others,i.e speaking.
