Which one is correct?
1. Wind power has been used to power sailing boats and grind corn
into flour for bread.
2. Wind power has been used to power sailing boats and to grind
corn into flour for bread.

Either one is okay grammatically. The "to" particle before "power" could also serve as the particle to form the infinitive of "grind", or you could use "to" before both verbs. The first one might be a little better in regards to style, since the verbs are so close together.
I would also recommend that you change "sailing boats" to "sailboats" to make it sound more natural.

In linguistics, there is something called an elision. This is when we delete a sound, word or even a phrase to make language simpler. While it is perfectly fine to say something like "I am going to eat a pear for lunch and I am going to eat a banana for lunch", there is no reason to repeat. It would be much easier, and therefore more natural to say "I'm going to eat a pear and banana for lunch"
In you example, eliding the particle "to" would make it sound more natural.
Sailing boat is more British English. It is perfectly natural unlike what other commenters have stated.
