Never really heard it in that sense. To get down to brass tacks means to get back to basics, to go to the essential point of the question.

I've never heard it used that way either - as an idiom, the brass tacks mean the basics of something. Here are some examples: After discussing various ideas for the project, the team finally decided to get down to brass tacks and create a detailed action plan. The meeting had gone on for hours, so the manager insisted that everyone cut to the chase and address the brass tacks of the issue at hand. Although they enjoyed the small talk, the negotiators knew it was time to get to brass tacks and finalize the agreement. During the job interview, the interviewer skipped the pleasantries and went straight to brass tacks, asking about the candidate's qualifications and experience.
