is the equivalent of "do you mean~?"

If you put "?" at the and of sentence, yes.
It's used when you don't get what he is saying clearly or the things he is saying are abstract , you can say that.
When you don't put "?" But just "〜ってこと", means "it means~" or "I mean~". You are explaining something to others.
