This expression is used  when someone visits you after a long time.

دقیقا! پس ما از این اصطلاح وقتی استفاده می کنیم که یک نفر رو برای مدت طولانی ندیدیم. دقیقا این اصطلاح "long time no see"مثل 
 .در زبان انگلیسی هستش درسته؟ درسته!
