While they can overlap, "schedule" usually has to do with time, and with making an appointment or arranging events according to time: "I need to schedule an appointment." "Arrange" has to to with organizing or putting things in order, generally, and can refer to objects or things, not only with time sequences.

You can schedule and arrange something in your timetable.
A schedule is a timetable while an arrangement is can be anything from a display of flowers to some plans you make. In a verb, you can only arrange some flowers and plans, and then schedule the time to do these things.

To arrange is to set up, or to organize, you make plans for those plans to happen. Whilst scheduling is more time centric. A schedule is a plan that gives a list of events or tasks and the times at which each one should happen.
Example :
1) I will arrange a meeting. ( this talks about organizing a meeting and has nothing to do with time or when the meeting will be held).
2) I arranged the books in order. ( here we are also talking about setting up books in a particular order)
3) My flight is scheduled for 6:45 a.m on Thursday.
4) I have scheduled the meeting for 9:30 a.m tomorrow.
5 The train is right on schedule. ( the train is right on time).

Let's arrange a time to meet.
Let's schedule a time to meet.
Can you arrrange the flowers so that they look good in the vase? (not schedule).
My mother arranged to have a party - she bought the food and sent out invitations.
My mother scheduled the party - she chose the date for it.

Schedule is focused on time. Arrange can be for anything. We can also use make arrangements.
