I am confused with a word “row”.
It seems it has two pronunciation. When it means quarrel, it speaks /raʊ/ ; otherwise, it speaks /rəʊ/.
Is that right?

You're right. The word "row" has two different pronunciations.
Row> Quarrel>raʊ
Row (of something):One possible definition is: A line of people standing or sitting next to each other in a line> N.A. English: roʊ/ British English: rəʊ/
e.g.We sat in a row at the back of the classroom.

"Having a row with someone" is the same 'o' sound in the word cow.
"I had to row a boat to get home" then it would sound like the 'o' in the word know.
