In my view, punishment depends on the scale of the crime. Certainly, if a teenager stole a tangerine or cat food, this is not terrible — it depends on the material, financial situation in his family. I think that in this case punishment is not always appropriate. But if a teenager steals, large sum of money (a lot of money), for example 300 000$(not too much, but still a decent amount), I must say, he needs to be punished!
