What’s the difference between get goosebumps or get chills?

I'd say that chills are connected with an illness. When you have a cold or a fever, you mat have chills. Whereas goose bumps can be caused by fear, cold or excitement.

I would say the same, except chills can be related to illness or emotions, while goosebumps is related only to emotions
