Sure, I'd be happy to help you with paraphrasing your sentences. Here are some suggested corrections:
Original: The writer of the famous Harry Potter books, J.K. Rowling, is starting to create new characters and stories that people will surely love.
Paraphrased: J.K. Rowling, the renowned author of the popular Harry Potter novels, is embarking on the creation of fresh characters and narratives that are bound to captivate readers.
Original: Contrary to what you think, the CEO supports the new policy regarding the use of smartphones in the office.
Paraphrased: Despite your assumptions, the CEO is in favor of the recently implemented policy allowing the use of mobile phones within the office premises.
Original: Police in Manila said that a man in his late twenties had left his girlfriend after a car accident because he didn't want to listen to her yelling.
Paraphrased: According to Manila authorities, a man in his late twenties departed from the scene of a car accident, leaving his girlfriend behind, to avoid subjecting himself to her loud outbursts.
These paraphrased versions aim to retain the core meaning of the original sentences while using alternative phrasing and vocabulary. However, please note that there can be multiple ways to paraphrase a sentence, and the suggestions provided above are just one possibility.

#1. J.K.Rowling, known worldwide for her Harry Potter novels, is now busily imagining new characters and stories to once again delight her audience.
#2. Your paraphrase is not accurate. The original does not indicate that the president allows mobile phones. "Contrary to what you think" does not mean "you might not believe it". Rather, it means "you are wrong and the truth is the opposite of what you think".
#3. Manila police ("police" does not mean the same as "a police officer") reported that a nearly thirty-year-old man abandoned his girlfriend at the scene of a car accident to escape his girlfriend's yelling.
To refer to a single police person, say "a police officer"
To refer collectively to the members of the police department, say "the police" or "police".
