If a film or cartoon "cuts," that is, changes, quickly from one scene to the next, the result can be disorienting for the person watching, or cause him/her to become excited, nervous, or energetic. When a person "zones out," he or she seems not to be aware of or focused on the present moment, and may appear to be looking at something far away that isn't actually there. "Spun up" is equivalent to "wound up," which means put into an excitable condition or hyperactive state, especially when considering a person's state of mind.
