Remeber to put a period / full stop at the end of all sentences.
When I saw him, I felt happy GOOD
When seeing him, I felt happy OKAY, but not very natural.
When I'm unhappy, I don’t feel like talking GOOD
When unhappy, I don’t feel like talking GOOD, not as natural as the first one.
When I have money, I will buy a new watch GOOD
When having money, I will buy a new watch VERY ODD, I think it may actually be incorrect.
While I was in Beijing, I had a good time GOOD
While in Beijing, I had a good time GOOD
If I'm tired, I’m going to take a rest GOOD
If tired, I’m going to take a rest GOOD

All twelve sentences are grammatically correct. However, two of them, the ones that use "having", sound strange and probably do not mean what you think they mean.
#2: "while" is better than "when"
#6: "while" is better than "when". Better still: just eliminate "when".
#9 & #10: both ok. better to say: "If (or when) I become tired,..."
#11 & #12: better to say "a car" or "the car". It is not wrong to say "if I have car", but it has an odd and special meaning. "Car", used without an article refers to the concept of a car, rather than a car itself. It's better to avoid this unless you are confident that you understand its meaning.
#12: I struggle to imagine what it means to be "having car". Given enough time, I could probably invent a story in which this sentence made sense, but it would be a challenge.
