What does "from byte to bolt" in this context mean?

It is an original phrase. The author invented it. It isn't an idiom or saying. The author is being clever by being alliterative: both "bytes" and "bolts" begin with B.
"From bytes..." refers to the electronic, digital design process. It might be done on computers by means of CAD/CAM software, such as AutoCAD.
"...To bolts" means the physical assembly of the actual solid metal pieces in the real world.
It means the whole process, including both design and manufacturing.

'Bytes' are something digital...i.e. a design concept on a computer, CAD file, etc. 'Bolts' are something real, material, exist in the real world...literally the metal connector pieces that hold the assembly together. 'Bytes to bolts' is then an allusion to the design and manufacturing process. If this is all done in one place, then they may be pointing to the fact that everything is done under one roof from design concept to assembly.
