as ashlynn said, it means that the pact has been agreed to and that everyone who agreed to this pact is now sworn to uphold it

A pact is a very serious agreement and saying "the pact is sealed" is saying this agreement/deal cannot be changed or broken. Hope that helps! Are you reading a book with this in it?
