Would you tell which one of these sentences is more advisable to write a very well-formed, understandable article?
1- Seeking ways TO rethink our development and TO use technology to protect the planet against further environmental damage.
2- Seeking ways TO rethink our development and USE technology to protect the planet against further environmental damage.

Honestly, I don't like either choice.  I would write:

We are rethinking our development and seeking ways to use technology to protect the planet against further environmental damage.

Answer

I like 2 better.  1 has too many TOs.   BTW, those are not actually sentences.  They are clauses.  They never say who is seeking.
