The only scale I know of is for attractiveness. 'A ten' is a person who is physically perfect. 'Nines' are pretty gorgeous too. 'Eights' still very attractive but less so, etc. It was maybe a mean joke because ... However, there may be another meaning (perhaps related to marijuana) that I am too old and uncool to know 🙂
