-노라고 is most often used in -노라고 하다 form, which means trying hard with a good intention.
It's similar to -려고 or -겠다고 but focuses more on the good intention than the purpose itself.
- 하노라고 했는데 결과는 신통치 않았다 = I really tried my best but result wasn't very good.
- 친구는 어려운 집안 형편을 돕겠노라고/돕겠다고 아르바이트를 한다 = My friend works side jobs to help what he can with his family's financial situation.
