Is 여버세요 informal or formal way of saying hi hello? Is it ok if i said this to a complete stranger?

여'보'세요 is used only in a way when u can reply to phone call. we don't say 여보세요 for hi or hello. 여보세요 means somewhat like 'i got your call and who are you?'.
u should say 안녕하세요(formal or 안녕(informal
