What means fluent English?
How to define fluent or not? Who can define? Fluent English has any interrelations with level of English (advanced or upper-intermediate or ...... etc.)? Native speaker is always with fluent English or not?

Fluency, for me, is the ability to communicate effectively. Can you express yourself and make yourself understood in most situations?
Remember that we are often not perfect in our own language, so no one expects us to be in a foreign language!
Can you understand what other people say to you in the foreign language? Can you do both these things without much effort? If so, then I think you can consider yourself fluent.

Fluency alludes to that you can input and output your language without impairment to express what you want . Most importantly , you can speak and listen well during your practice . As for your reading or writing , you can refine words literally , so plain to see , speaking and listening is far more difficult than reading and writing .

Some will say you've reached fluency (or pretty darn close) when you can think and dream in your target language.

fluent means to speak without hesitation, without searching for words, and without "um" and "uh" and other pauses. you can be fluent ina language and only be at an intermediate level. native speakers usually speak fluently (unless there is some problem like stuttering, aphasia, etc).
