What preposition by or with should be used in the next sentence and why?
My thoughts are always occupied by/with work.

I think both prepositions are fine here, though “with” feels a little better.

A better way to say this would be ‘I’m preoccupied with work’. This expresses concisely what you have written. You can use either ‘by’ or ‘with’.
