Women outnumbers men by two to one in this profession.
Does "Men is outnumbered by women by two to one in this profession." mean the same thing as the above sentence essentially? If so, what's the difference in the impression of each sentence? If not, can you explain the essential difference in the sentences to me? I don't need explanation on the each word but just want to ensure that they are the same thing, or the difference."Men is outnumbered by women by two to one in this profession."

Both of these sentences have the same meaning. The only difference is the emphasis on men or women. "Men are outnumbered by women" feels passive to me; like it is just stating a fact. "Women outnumber men" feels more active. I think it is a sentence that makes the women seem more powerful :D
The difference between the two sentences is that the first one is in a passive tense, and the second one is in an active tense.
