For all of the sentences it would sound better in the beginning to say "It was surprising that..." The first two sentences mean the same thing, and the third sentence sounds awkward to me since the "when" before "considering" is not necessary. However, if you said "if you consider how they raised taxes so much" it would sound more natural and it would still have the same meaning as the previous sentences. I hope this helps :)

All three sentences could be acceptable. I don't believe that you need the comma in any of them. With sentence 3, I think that although it is acceptable the 'when' would not be encountered that often.
