Golden dune,
"At the weekend" is British English.
"On the weekend" is North American English.
On Monday, On Tuesday, On the weekend...indicating the time when something happened or will happen.
"At the weekend" would be possible in American English but would carry the meaning of an exact moment in time similar to "at 5 o'clock". For instance, I have set the dial of the time machine at the weekend of January 13 in the year 223 A. D.

As an American, I would never say "at the weekend". It will only be "on the weekend" in American English. I've never heard the other used here.
