There's no formular for newspaper headlines, so this is difficult. A lot of the time they drop articles, forms of 'to be' and make it present tense. You just need to reverse it:
Ex.
"Meteor falls from sky and hits field."
"A meteor fell from the sky and hit a field."
"Trees too green"
"Trees are too green."
"Cloud moves, people watch."
"A cloud moved and people watched."
etc.
