does "the House restaurant" mean "restaurant in the White House?"

does "the House restaurant" mean "restaurant in the White House?" but according to the last sentence, "agents were on their way to the Hill to protect him", isn't him in the Capitol Hill? where is he then?

I would say from context that it is the restaurant for the House of Representatives, the lower of the bicameral United States Congress. Note also that the "Speaker" is probably the "Speaker of the House (of Representatives)."

I agree with Brian, it probably is the restaurant in the Capitol.
