Ayesha: "Warm regards" is a salutation or closing remark. It means about the same as many communications such as: ' Sincerely, Bruce Sincerely yours, Bruce Your friend, Bruce Yours Truly, Bruce Your Friend, Bruce These are expressions with a neutral tone. In other words, they do not show Romantic or Personal Intimacy with someone. It is just a kind expression. "Warm Regards" also implies a fairly neutral expression of kind feelings. Warmth conveys to you that someone writes or speaks From---Their---Heart. You can use it with just about anyone that you would like to draw closer to you. If you wish to communicate a more neutral tone, a businesslike tone, you can use an expression such as: Respectfully Yours, (or the other "Sincerely" expressions shown above) When I write "Warm Regards, Bruce" it means about the same thing as; "You are welcome to come to my home." or "Peace be with you!" . I do not use the expression with people that I do not invite to be closer to me. If we want someone to feel much closer to us, we can write; "Love, Bruce" or with still more intimacy, "Lovingly Yours, Bruce." In a general kind of way, I can also write something like; "Your Pal, Bruce". It suggests that I am on a friendly basis with another. I would advise you that Americans generally, will frequently offer a generous and more intimate communication with you. They will want for you to feel welcome. If an American intends for you to feel unwelcome, you will know it very quickly, because they will not hesitate to withhold all expressions of warmth toward you. Of course, there are few "rules" which govern such things. I could write simply; "-----Bruce"; but that would not mean that I do not think of you as my friend. It just means that I am hurried. . Friendliness is an essential part of the American Character. If you practice English with Americans, you will begin to see this. They will not treat you as though you are Not--Their--Friend.
