A teacher told me " there is no school tomorrow". I understood what she meant: no class tomorrow.
I want to know how to ask and how to give a positive answer.

are
both possible
but 1st is grammatically correct

Altini is right. In English, a question usually starts with either a verb or an adverb. So you would say "John is here" as a normal sentence, but as a question you would say "Is John here?" or "Why is John here?"
