당시에는 긍정적인 의견도 많았고, 비판은 있어도 그리 부각되지는 않았다.
I've seen this verb 부각되다 a few times, but even though I used a dictionary I still don't really fully get it.

부각 -> 어떤 사물을 특징지어 두드러지게 함 -> to show the properties of something, or make something apparent
So 'At the time, there were many affirmative opinions, and even if there were any negative ones [lit. criticisms], they weren't voiced well [lit. they weren't apparent].

한국어 표현을 다음과 같이 바꾸면 좋을 듯합니다.
"긍정적인 의견도 많았고" --> "긍정적인 의견이 많았고"
