I interpret 'text speak' as either of two things -
The way you write abbreviations when texting someone on your mobile phone, for example
c u l8tr = see you later
Or when you are using Skype and instead of speaking face to face with the person, you have a conversation by text typing.

Text speak refers to ways people abbreviate words when sending text messages to save space and time.
Ex.
you => u
before => b4
late => l8
your => ur
