Are both sentences OK? Whose car is outside? Whose car is out front?

Both sentences are fine. The second is more precise, in that it indicates that the car is directly outside/in front of the building in question. The first would be more widely understood, however. 'Out front' is a somewhat colloquial phrase that may not be used everywhere in the English-speaking world.
