Are both sentences OK? (car insurance policy etc.) My insurance policy is expiring tomorrow. My insurance policy is expired yesterday

In everyday American English, the second sentence would not be used or considered correct. Just use the simple past: expired. Or you can say "has expired as of yesterday."

No, those are opposite. One in the past, one in the future.
