The use of "base sth. based" "They just base their opinion based out of someone else’s comments or their personal experience." I've just saw the sentence above in a certain passage, can I just say "They just base their opinion on someone else's comments or ...." Did I change the meaning of original sentence? And which use sounds better to you (more formal or more natural)? Thank you very much!!

Actually Loren, you're right and the original text is non-native. I've found it copied around a number of non-English websites, and found the full text(s) to have other odd errors. Native English speakers wouldn't use such awkward repetition, and the phrase "based out of" is clearly misunderstood by the original author. Of course we can understand it, but it's hardly a good example of English writing.
