I have 2 English questions in the following paragraph
If you are younger, and in a solid financial position, you may decide to take an aggressive approach -- but only if you're blessed with a sanguine disposition and won't suffer sleepless nights over share prices. If portfolio, alongside your more pedestrian in vestments. Once you have decided on your investment aims, you can then decide where to put your money. The golden rule here is spread your risk -- if you put all of your money into Periwigs International, you're setting yourself up as a hostage to fortune.
1 I am wondering why it's " is spread your risk" but not " is to spread your risk"
2/ what's the meaning of " set up as " and how to with it make a sentence ?

1) you are correct, but it can be correct. I think the writing was not clear:
The golden rule is to spread your risk.
The golden rule is, spread your risk.
In both cases it's acceptable.
2) set up has a few different meanings, in this case:
you're setting yourself up as a hostage to fortune = You're planning to become a hostage, you're putting yourself in risk of becoming a hostage, you are leading yourself to be a hostage
