You would use 'Here's the house', if you had arrived at the house, and you were showing it to somebody. An example would be a real estate agent showing a house to a possible buyer.
'There's the house' could be used if you were looking for the house and finally found it, or if you were pointing it out to somebody.
The difference is between being there (here's). and finding it, or pointing it out (there's).
