No. I'm sorry, but this makes no sense. You are using a form that doesn't exist. It is never possible to combine 'Did' with verb in the 'ing' form. 'Did' has to go with the base form ('go') The present participle 'going' has to go with the verb 'to be' (are/were/have been etc). So, it should either be: 'Did they still go out?' (past) or 'Are they still going out?' (present or future)
