'Hi, is there anyone who can help me in english?' is more or less OK. But your question 'The questions is correct?' isn't! Note that languages and nationalities must always have a capital letter, so your question should be: 'Hi, is there anyone who can help me in English?' You could also say ''Hi, is there anyone who can help me with my English?' Your second question should be 'Is this question correct?' . Note that, unlike in Italian, the verb must always come before the subject in interrogative forms. Good luck with finding someone!
