Is this in the context of applying for a job? If it is then they're asking if is there anyone you would like them for them to contact to discuss your suitability. This would normally be past employers or teachers, sometimes co-workers. You would give them references of people who like you and who would recommend you for the job you're applying for. As for Gary's concern about the use of the word 'for', I don't find it odd at all. I find it quite natural. I don't know if its American English but it's certainly used in Australian English.

It's a little hard to say without more context. Consider for what? I guess it means that someone is asking you to provide them with references (to people?) that you can send to them, and they will consider (for something?) I guess this is American English? I would not use 'for'.
