Il significato e` molto simile, ecco la differenza:
1. tutti e due i verbi hanno spesso la forma impersonale
2. sembrare ha due forme, quella non riflessiva e quella riflessiva.
3. parere in genere si usa nella forma riflessiva.
/Parere/ e /sembrare/ nella forma riflessiva esprimono lo stesso significato, cioe` una opinione personale; nella fomra non riflessiva /sembrare/ indica un signioficato piu` oggettivo, cioe` non legato all'opinione di chi parla.
Esempi:
- questo quadro sembra di Miro`.
- questa pettinatura mi sembra degli anni venti, comunque mi piace.
- questo film mi {sembra,pare} molto noioso, tu che ne dici?

Hi, I use both words, they are similar. Look at these examples:
Mi sembra/pare una cosa facile da fare.
Non mi pare/sembra di averti detto che puoi andare al cinema.
è una cosa stupida, non ti pare/sembra?
Che te ne pare? (here, I prefer "pare")
Sembra un cappello da cowboy... (here I prefer "sembra") but you can use "pare" too.

SEMBRARE is just a verb while PARERE can be a verb and a word!
Example for the word: I can say IL MIO PARERE E' ..that means IN MY OPINION...ACCORDING TO ME!

These two words have, more or less, same meaning, but ''sembrare'' is most used, all above in a modern italian language. Instead, ''parere'' today is a south of italy's dialect form, or you can read this verb in old history and poem's book. Anyway, they are reflexive verbs (mi sembra, mi pare, etc.).
I recommended you to make sentence with ''sembrare''.
