The National Korean Language Institute (국립국어원) says there is no official definition of hangul stroke order.
It is probably because it is so simple there is not much need for it.
Still, it is important to follow the right order because it makes writing easier.
For writing the characters (whole syllables), it is left-to-right, and top-to-bottom.
For example 갈 will be written in ㄱ-ㅏ-ㄹ order, and 굴 in ㄱ-ㅜ-ㄹ.
The individual consonants and vowels also have recommended stroke orders.
