向かう normally means "to face toward (something)". But "向け” means "for" or "intended/designed for". So you can translate it as follows: These light-weight Christmas cards (found) here are (intended/designed) for (sending) abroad. (my comment: since shipping cost is quite expensive in/from Japan, such cards are made). I hope this helps.
