Grammar:there have always been... Since june There "have" always been new students. Do we have to use "have" because of the student"S"? Since june there has always been a new student. Do we have to use "has" because of "a new..."?

Yes. In the case of the sentences of "there is/are~," the verb tense depends on objects after the verb. In your case, the object is plural (student'S'), you have to use 'have.' In the second sentence, 'a new student' is singular, so you have to use 'has.'
