(Can it mean that , "The number of minutes of local fixed line calls increased from 70 billion in 1985 to 85 billion in 1995 in the UK"?)

Yes, I understand the sentence. However, "local fixed lines" should be in the plural, and I think it sounds more natural to say "in the UK" right after that:
"The number of minutes made by local fixed lines in the UK increased from 70 billion in 1985 to 85 billion in 1995."
