recruit = hire
prospects (in this context) = talented people who are considered to have a good future e.g. as a football player
The sentence has a mistake in the structure. The subject of this clause "...then left the program or been asked to leave", is the prospects. However, literally, the subject is "assistant coaches", which is not what the writer intended.
