The expression is "not all it's cracked up to be", which means "to not be as good as people have said." E.g. This software isn’t all it's cracked up to be (it's not as good as people have said) Hope it helps.

Similarly, if it's "not all it's cracked up to be," then it didn't meet the expectations. Here are a few examples: "I really enjoyed my trip to Peru. It was definitely all it's cracked up to be!"
