This is a very interesting question!
Some people are more polite than others, and in different situations a “unnskyld” or a “beklager” is more appropriate than the other. Additionally, people also like to say "sorry"
But let's have a look at a specific situation, for example when you want to get past someone on the street or bus.
I would say "unnskyld" before I try to get past someone and if I step on his/her foot (accidently) I would say "Beklager" or "Unnskyld"
However, I would not say "Beklager" before I try to get past someone. Perhaps it's a bit similar to "Excuse me" vs "Sorry" in English?
> Excuse me; this is my stop.
> Sorry! I didn’t mean to step on your foot!
