Does the presence of [BY] affect the choice of tense?
SENTENCES:
1. I would [HAVE BEEN] able to finish the work [BY] next week if they hadn't added three more tasks to it.
2. I would [BE] able to finish the work next week if they hadn't added three more tasks to it.
